		<description>It&#039;s amazing to me that Caltrans can make the decision that this plan will not significantly impact the area . . . do they really think that we are that dumb!? (Obviously they do otherwise they wouldn&#039;t be trying to just gloss over this!) No other entity is allowed to decide if an EIR needs to be done or not. Just look at this beautiful area of the river and tell me that what Caltrans has planned isn&#039;t going to &quot;significantly impact&quot; the area!!</description>
